Jawatan Kosong General Manager, Operations EPCM in Johor Bahru

Our client is a specialist EPCM and construction consultancy serving multinational clients across Malaysia. With a strong track record in healthcare and industrial projects, they are now expanding their operations into the Southern Region. Backed by a Shanghai-based parent company established in 2005, they hold CIDB G7 certification and deliver end-to-end project management, engineering, and construction solutions to blue-chip clients.

Job summary:

The General Manager – Operations is responsible for leading overall operational performance while actively driving revenue growth through new business acquisition in Malaysia. This role oversees market expansion initiatives, secures new business opportunities, and ensures project excellence, profitability, strategic growth, and sustainable long-term growth.

The position requires a commercially driven leader with strong industry networks, proven operational expertise, and demonstrated experience in launching and scaling new business divisions within the manpower services and/or construction consultancy sector.

Key Responsibilities:

Strategic Leadership & Corporate Management:

  • Develop and implement overall business strategy aligned with company objectives
  • Drive revenue growth and profitability across all divisions
  • Identify new business opportunities (manpower supply, property development, building material trading, etc.)
  • Establish long-term partnerships with key clients, developers, contractors, and government bodies
  • Lead annual business planning, budgeting, and forecasting

New Business Development & Revenue Generation:

  • Identify and secure new business in construction, consultancy projects, manpower supply, property development, etc.
  • Develop and maintain strong client relationships
  • Lead prequalification submissions, tendering processes, and contract negotiations
  • Prepare and review technical and commercial proposals
  • Achieve annual revenue and order-book targets
  • Develop marketing and branding strategies to strengthen company positioning

New Market Entry & Business Expansion:

  • Identify and evaluate new geographic and sectoral markets for expansion
  • Develop and execute market entry strategies
  • Conduct feasibility studies and competitive market analysis
  • Develop strategic partnerships and local alliances

Manpower Business Management:

  • Oversee recruitment for foreign workers for manufacturing and construction clients
  • Ensure compliance with labour laws, immigration policies, and safety regulations
  • Manage workforce planning to meet client project requirements
  • Monitor worker performance, welfare, accommodation, and site compliance
  • Control operational costs while maintaining service quality

Engineering, Procurement & Construction Management (EPCM):

  • Lead and oversee all ongoing construction and consultancy projects in the Southern Region and other regions as required
  • Ensure projects are delivered on time, within scope, and within budget
  • Maintain quality assurance and risk management procedures
  • Monitor cost control, cash flow, and profitability
  • Manage contract administration, claims, and variation orders

Operations Management:

  • Ensure compliance with construction regulations, safety standards, and statutory requirements
  • Ensure timely delivery within budget and quality standards
  • Monitor project financial performance and cash flow
  • Manage risk, claims, and contract variations

Financial Management:

  • Develop and manage annual budgets for all business units
  • Drive profitability and improve operational margins
  • Oversee project financial forecasting and cost optimization
  • Establish pricing structures and margin controls

Leadership & Organizational Development:

  • Lead the Southern Region office when established
  • Lead project managers, engineers, consultants, and support teams
  • Set KPIs and performance targets aligned with revenue and operational goals
  • Recruit and develop high-performing teams
  • Promote a culture of accountability, innovation, and safety

Client & Stakeholder Management:

  • Maintain strong client relationships to ensure repeat business
  • Represent the company in industry events, networking forums, and client meetings
  • Handle high-level negotiations and dispute resolutions

Compliance, Quality & Risk Management:

  • Ensure full compliance with labour laws, trade licenses, and regulatory approvals
  • Implement quality assurance and quality control systems
  • Manage contractual risks and legal exposure
  • Maintain ISO or relevant industry certification

Job Requirements:

  • Minimum 8-12 years in EPCM, construction consultancy, or related fields
  • Proven experience in a senior leadership role (GM, Director, or Senior Manager)
  • Track record of securing new business and achieving revenue targets
  • EPCM knowledge is mandatory (contract administration, claims, variation orders, client-side project management)
  • Familiarity with foreign worker recruitment and compliance is preferred but not mandatory
  • Established relationships with developers, contractors, and government bodies in Johor/Southern Region is preferred
  • Degree in Engineering, Construction Management, or related field
  • Based in or willing to relocate to Johor Bahru
