Program Brief IRC Malaysia is implementing a community-driven initiative that equips refugees with essential knowledge about Malaysian customs, laws, and daily life to support their adaptation and resilience. Delivered through digital platforms and community-led facilitation, the program covers topics such as safety, legal navigation, hygiene, and financial literacy. It integrates robust monitoring and evaluation systems and promotes knowledge management and learning through participatory workshops, content reviews, and documentation of best practices. By fostering inclusive partnerships and leveraging adaptive technologies, the initiative aims to build a scalable model that informs long-term policy and support strategies for refugees and host communities in Malaysia. Job Overview/Summary IRC Malaysia is seeking a detail-oriented and analytical Monitoring & Evaluation (M&E) Manager to lead the design, implementation, and oversight of monitoring and evaluation systems for its refugee support initiative. This role will ensure that the program is responsive, data-driven, and aligned with strategic goals for refugee adaptation in Malaysia. Major Responsibilities Monitoring & Evaluation System Design (25%)
  • Develop and implement a robust M&E framework including indicators, tools, and reporting templates.
  • Establish feedback loops and quality assurance mechanisms to refine module content and delivery.
  • Lead recruitment and training of M&E focal points within refugee communities.
Data Collection & Analysis (30%)
  • Conduct regular community consultations and surveys to gather qualitative and quantitative data.
  • Analyze data to assess program effectiveness, identify gaps, and inform strategic decisions.
  • Generate periodic reports and dashboards for internal and external stakeholders.
  • Co-develop new thematic modules (e.g., mental health, digital literacy) with community input.
Capacity Building & Support (20%)
  • Provide technical support and training to program staff and facilitators on M&E tools and practices.
  • Organize workshops to promote data literacy and participatory evaluation among community members.
  • Co-organize biannual content review workshops with community representatives.
Knowledge Management and Learning (20%)
  • Collaborate with Senior Program Lead, content developers, and trainers to ensure alignment of M&E activities.
  • Maintain documentation and contribute to donor reports and strategic planning documents.
  • Facilitate the documentation and dissemination of best practices, case studies, and learning products to strengthen institutional memory and inform future program design.
Other duties as assigned (5%)
  • Reserved for ad hoc tasks, urgent requests, or cross-functional collaboration

Job Requirements Education and Work Experience
  • Bachelor’s degree in Statistics, Social Sciences, International Development, or a related field (Master’s degree preferred).
  • Minimum 3–5 years of experience in M&E, preferably in humanitarian or refugee contexts.
  • Proven ability in designing and implementing M&E systems and tools.
  • Strong analytical and data visualization skills.
  • Excellent communication, facilitation and interpersonal skills.
  • Experience working in a multicultural setting and leading diverse teams is required.
  • Prior work experience in social services, non-profit or NGO environment is preferred.
Demonstrated Skills and Competencies
  • Strong organizational and program implementation skills, with the ability to manage multiple tasks, set priorities, effectively manage time, respond to urgent requests, and meet deadlines.
  • Excellent written and verbal communication skills including the ability to communicate effectively with colleagues and partners in a cross-cultural environment.
  • Demonstrated ability to lead change in dynamic environments, including openness to feedback, commitment to continuous improvement, creative problem-solving, and adaptive thinking.
  • Capacity to contribute to the development and refinement of policies and procedures.
  • Experience supporting Training of Trainers (ToT) and facilitating community-based activities.
  • Skilled in managing knowledge-sharing platforms and related protocols.
  • Client centered and service-oriented approach to work.
Language and Computer Skills
  • Advanced proficiency in both written and spoken English, with strong communication skills
  • Proficiency in local languages is an asset.
  • Working knowledge of relevant refugee languages is beneficial.
  • High level of computer literacy, including proficiency in MS Office applications (Word, Excel, Power Point, Outlook).
  • Proficiency in data analysis tools (e.g., Excel, Power BI, KoboToolbox)
  • Proficiency in project management and collaboration tools (e.g., Monday.com, Asana, Slack)
  • Demonstrated ability to manage the collection, organization, and analysis of large datasets.

  • Ability and willingness to travel within Malaysia
